This PR modifies the retro tool to classify reviewer-agent findings as mechanical (deterministic check) or judgment call (CODING_STANDARDS.md entry), defaulting to building the check.

It adds a standalone finding for repos lacking pre-commit hooks or CI lint, typecheck, or test jobs. The changes remain language-agnostic across repos in different languages.
